Our story

WATERVILL was born from a shared recognition that many rural and mountainous communities in the Mediterranean face increasing water scarcity and ageing infrastructure. During the preparation phase, the team analysed the challenges faced by these Mediterranean regions and identified gaps in local water management.

The project brings together a partnership that took approximately a year and a half to build. The result is a consortium that combines solid field experience with knowledge of local realities, scientific expertise and strong links with communities. The partnership includes pilot municipalities, universities, associations of local authorities and water associations. Each contributes a specific strength:

    • Pilot municipalities provide real environments to test smarter and more resilient water solutions
    • Universities bring expertise in water technologies, decision-support tools, climate-proof planning and monitoring
    • Associations of local authorities and water professionals ensure that lessons learned reach many more communities, supporting knowledge transfer, capacity building and long-term replication

Through this partnership, WATERVILL has evolved into a transnational initiative that not only addresses immediate water needs, but also creates a platform for knowledge exchange and long-term resilience across the region. Our story is one of partnership, innovation and a commitment to turning local challenges into opportunities for sustainable water management.

Project partners

Lead partner - Municipality of Zabljak (MoZ)

The Municipality of Zabljak manages water supply systems in the Durmitor National Park, ensuring clean water for residents and tourists despite seasonal and climate challenges. As lead partner of WATERVILL, MoZ coordinates the project and fosters collaboration among all partners. It also tests innovative solutions on its territory and promotes community engagement. Through its experience and local knowledge, MoZ plays a key role in developing sustainable and resilient water management practices.

Project partner - Network of Associations of Local Authorities of South-East Europe (NALAS)

NALAS is a unique network of local governments across South-East Europe, supporting roughly 9,000 municipalities. It helps cities and towns become sustainable, resilient, and efficient in managing public services, including water and sanitation. In WATERVILL, NALAS coordinates the sharing of knowledge and best practices, helps develop common strategies, and ensures that tested solutions are replicated across the region. Its expertise in local governance and regional cooperation strengthens the project’s wide impact and reach.

Project partner - Association of Municipalities and Cities of the Republic of Srpska (AMCRS)

AMCRS represents local governments across the Republic of Srpska and has extensive experience in water sector reform, local governance, and capacity building. In WATERVILL, AMCRS supports pilot activities, shares expertise on water management, and helps replicate tested solutions in other municipalities. It also engages stakeholders and promotes knowledge exchange to strengthen sustainable water management practices across the region.

The Municipality of Bitola manages water supply across a large urban and rural area, facing challenges like aging infrastructure, water losses, and low pressure in higher-altitude villages. In WATERVILL, MoB tests and implements solutions to improve water quality and distribution efficiency, engages local communities, and raises public awareness about responsible water use. Its expertise in modernising water networks and promoting sustainable management makes it a key partner in developing resilient water systems for the region.

Project partner - Bulgarian Water Association (BWA)

The Bulgarian Water Association brings together over 300 members, including water utilities, experts, and industry professionals, to address water management challenges across the country. In WATERVILL, BWA shares its technical expertise in water supply, leak detection, and network optimisation, supports pilot activities, and helps municipalities implement sustainable solutions. It also promotes knowledge exchange and capacity building to strengthen water management practices in rural and mountainous areas.

The Municipality of Ilirska Bistrica manages water supply across a large, sparsely populated area in Slovenia, with a focus on rural and remote communities. In the project, it tests and implements innovative water management solutions, ensures safe and reliable water for people and agriculture, and promotes sustainable practices. Its experience in infrastructure planning, water quality management, and EU regulatory frameworks strengthens the project and supports knowledge sharing with other partners.

SOS represents 192 Slovenian municipalities and brings over 30 years of experience in local governance, policy development, and sustainable rural development. In WATERVILL, SOS supports capacity building, policy guidance, and the sharing of best practices for water management in rural and mountainous areas. Its expertise in community-based governance and environmental solutions helps replicate successful approaches and strengthens project impact across the region.

The Municipality of Teslić manages 12 village water systems serving over 10,000 residents and has extensive experience in donor-funded water projects. In WATERVILL, Teslić focuses on improving the efficiency, resilience, and safety of rural water supply, implementing innovative management models and monitoring technologies. It also engages local communities, builds capacity for water system management, and contributes to policy development for sustainable rural water governance.

Project partner - University of Zagreb, Faculty of Mechanical Engineering and Naval Architecture (UNIZAG)

The University of Zagreb brings extensive experience in EU projects, focusing on sustainable planning, water-to-energy systems, and climate-resilient infrastructure. In the project, UNIZAG assesses vulnerabilities of water supply systems, proposes adaptation strategies, and supports pilot activities with technical guidance. Its research and expertise help ensure that rural and mountain water systems are sustainable, resilient, and capable of meeting future climate challenges.

The University of Western Macedonia specialises in smart technologies, data analytics, and decision support systems for water management. The Polytechnic University of Valencia brings expertise in hydrology, groundwater management, and environmental engineering. In the project, UPV develops innovative models for managing surface and groundwater, supporting pilot municipalities with practical solutions. It also shares knowledge, provides technical guidance, and contributes to capacity building to ensure sustainable water management in rural and mountainous areas.

ZELS represents all 81 local governments in North Macedonia and has over 50 years of experience in local governance, policy development, and capacity building. In WATERVILL, ZELS supports the implementation of sustainable water management solutions, provides training and guidance to municipalities, and helps replicate successful practices across the country. Its expertise in local regulations, knowledge transfer, and stakeholder engagement strengthens the project’s impact and sustainability.

The Union of Municipalities of Montenegro supports WATERVILL by providing local data, policy insights, and guidance for implementing pilot activities.
